Colonies

In the Haloverse Earth has colonised many planets around other stars. These are defined as "Inner" or "Outer" colonies, but what makes a colony "Inner" or "Outer" is still unclear. It does appear that Inner colonies are more prosperous.

The SPARTAN project was started because colonial unrest was growing stronger and the UNSC feared that a series of civil wars, starting in the colonies, would result in the collapse of civilisation.
