While pretending to be a Cranky Old Man, tells Maria that he was evacuated from Troy and that certain family papers were to be returned via Janet Adams, whom he discovers was KIA. A break in the conversation reveals that he isn't really very cranky or terribly old.

Herzog's rank is Colonel, as indicated in assassin.wav (http://www.ilovebees.com/outbound/assassin.wav). He apparently works for some branch of Naval Intelligence, and he manages to find out about a good many things that he isn't supposed to know about. According to cranky_old_man.wav (http://www.ilovebees.com/outbound/cranky_old_man.wav), he often uses his "Cranky Old Man" cover to dig for information. From standish.wav (http://www.ilovebees.com/outbound/standish.wav), we know that he talked to Captain Greene before her extremely suspicious death: "I talked to the Apocalypso's captain, that's how."

At the suggestion of Professor Avi, he recruits Rani to work for his department. He is very suspicious of his colleague, Standish. He knows that Standish has the Artifact that the Apocalypso recovered hidden away at Chawla Base. He asks Rani to spy on it for him.

When Standish tries to have Rani killed, Herzog goes straight to the Admiral to protect her. He also sends his aide, a young Lieutenant, to New Mombasa, presumably to get him out of harm's way. In retaliation for Herzog's interference, Standish manages to take control of Herzog's vehicle and crash it off a bridge, apparently killing him. Herzog survives, however, and tries to take advantage of the fact that Standish thinks he is dead.

Herzog was also the Old Man to whom McKaskill tried to send a message from the Apocalypso. There is speculation that he may have planted The Pious Flea while on board.
