Apparently, Genie was just a personal assistant on Jersey Morelli's computer system. It was a "salvaged" avatar, meaning it was probably stolen and reconfigured. However, it was simply a basic user interface. Being a futuristic interface, it simply did what the voice commands of the user (in this case, Jersey) requested, to the best of its ability.

Genie was terminated by Durga in self-defense, when Jersey asked Genie to terminate the Durga presence, in a mistaken judgement that Durga was an adult entertainment bot. (For reference, see: dizzy.wav (http://www.ilovebees.com/outbound/dizzy.wav))
