Janissary James' mother¹ and former SPARTAN-1.

Appears to have cracked under the pressure of her SPARTAN training/operations and has been hospitalized or institutionalized² for, among other things, fantasizing about killing random people³.

Gilly (or, alternatively, Gillie) may be short for Gillian or it may be an oblique reference to a Ghillie (pronounced "Gilly") suit - a heavily camoflauged outfit which relies on actual leaves, twigs, etc. in addition to the standard asymmetrical patterns of a normal camoflauged military uniform. Ghillie suits are often worn by elite sniper elements in the military for maximum stealth and concealment.
